Urban areas are being increasingly recognized as the engines of economic growth and modernization. They contribute a significant chunk to the national income. They are centres of service distribution systems and management. Cities are the principal sources of social change; they are centres of cultural expression, innovation and exchange. These positive contributions of cities are however, possible only when all citizens are able to enjoy a reasonable quality of life.
